Course Summary:

The NHSS 12D M6 Registered Lead Traffic Management Operative (RLTMO) Training is designed for Registered Traffic Management Operatives (RTMO) who aim to advance their qualifications and responsibilities to become a Registered Lead Traffic Management Operative. This comprehensive course is a requisite for operatives who have already achieved the 12D M2 status and are looking to oversee M1/M2 work situations, along with other works where they have attained competency (i.e., M3 to M5). It’s critical to note that to enroll in the T6 training or maintain M6 status, an operative must keep their M2 status active.

Upon completing this course, delegates will:

  • Understand the aims and principles of Sector Schemes and the significance of maintaining high standards in traffic management.
  • Be aware of traffic management health and safety issues, with a deep understanding of risk assessment processes and their application in traffic management.
  • Appreciate the various sources of traffic management information, recognizing the key issues and differences between Chapter 8 of the Traffic Signs Manual and The Safety at Street Works and Road Works – A Code of Practice (The Red Book).
  • Understand the role of the RLTMO, including assessing the suitability of equipment, monitoring changing site conditions, and recommending necessary remedial actions.
  • Identify when management intervention is needed and be aware of the considerations for non-motorised road users.
  • Be prepared to demonstrate the capability to implement, maintain, and safely remove traffic control and convoy systems through practical assessments.

The NHSS 12D M6 course includes:

  • Detailed review of “The Traffic Signs Manual, Chapter 8” and “The Safety at Street Works and Road Works, A Code of Practice (The Red Book)”.
  • Revision of traffic management principles, including low-speed dual carriageways, convoy working, and multi-phase signals.
  • Comprehensive coverage of risk assessments, method statements, and basic traffic management principles.
  • In-depth discussions on signing, guarding, lighting details, site maintenance, legal issues, and the handling of permanent and temporary signs and road markings.
  • Strategies for dealing with poor visibility, speeding traffic, footways, pedestrians, excavations, and guarding details.
  • Guidelines for moving, mobile, and minor works, road closures, identifying traffic control needs, portable signals, stop & go techniques, speed control, and speed limits.
  • Exploration of unusual situations and techniques related to tramways, railway level crossings, transition sections, escort vehicles, vehicle issues, 3 lane single carriageways, and non-motorised road users.
  • Considerations for pedestrian and cycle crossings, cycle tracks, works at junctions, and roundabouts.

To obtain the NHSS 12D M6 qualification:

  • Operatives must successfully complete the revised (full) T6 training course, which has been updated to reflect changes in the Code of Practice and demonstrate up-to-date knowledge of new requirements.
  • On-site assessments are not required for refresher training.
  • Completion of the course includes passing an end-of-course test to confirm understanding and readiness to assume the responsibilities of an RLTMO.

This training ensures that operatives are fully prepared to take on leadership roles within traffic management operations, with a strong emphasis on safety, efficiency, and compliance with sector standards.
