Course Summary:

The NHSS 12D M3 Static Works on Low Speed Dual Carriageways course is tailored for Registered Traffic Management Operatives (RTMO) who are keen on expanding their qualifications within the Sector Scheme Document 12D framework. This essential training is focused on developing the skills necessary for the installation, maintenance, alteration, and removal of temporary traffic management systems on rural and urban dual carriageways with speed restrictions of 40mph or below.

Upon completion of this course, learners will be able to:

  • Understand the structure and purpose of Sector Schemes and the role of quality assurance in traffic management.
  • Recognize health and safety requirements, including the execution of risk assessments and method statements.
  • Be familiar with the relevant codes of practice and industry guidance documents, with a special focus on Chapter 8 of the traffic signs manual.
  • Identify the correct equipment and vehicles required for effective temporary traffic management.
  • Grasp the unique requirements of working on dual carriageways restricted to 40mph or less, including considerations for non-motorised road users.
  • Demonstrate the capability to implement, maintain, and safely remove traffic control systems through practical assessments.

The NHSS 12D M3 course covers a comprehensive range of topics:

  • Quality assurance mechanisms and the significance of Sector Schemes in traffic management.
  • Detailed exploration of health and safety practices, risk assessments, and method statements.
  • Overview of relevant codes of practice and industry guidance documents, including Chapter 8 of the traffic signs manual.
  • Examination of the types of work, safety zones, equipment, and vehicles involved in temporary traffic management.
  • Instructions on maintaining closures, setting out traffic management, arrival on site, advance signs, taper installation, entering and exiting closures, and safe taper positions.

To achieve the NHSS 12D M3 Operative status, learners must:

  1. Have successfully completed the 12D T1/T2 training course.
  2. Be registered as a 12D M2 Operative or in the process of obtaining this registration before enrolling.
  3. Complete the NHSS 12D M3 course and then undertake a set of prescribed on-site assessments as detailed in the Sector Scheme Document within a two-year period from the date of passing the training.

Each learner is assessed individually, with the requirement that unregistered Traffic Management Operatives must always be supervised by an appropriately registered Traffic Management Operative on a one-to-one basis during traffic management operations. Successful completion and certification are contingent upon fulfilling these criteria, demonstrating practical skills, and passing an end-of-course test.
